Google's documented behavior: an excluded location overrides any targeted location it overlaps, even a more specific one inside it. "Reach" here = residential population (Census ACS 2020–2024 per ZIP) — Google's own Reach numbers aren't bulk-published, and population is a consistent stand-in for relative reach.
